Foreign Office, February 26, 1917. I AM directed by Mr. Secretary Balfour to acknowledge the receipt of Home Office letter of the 15th February on the subject of permits to purchase cocaine for export to Japan.

I am to inform you, in reply, that the Secretary of State would deprecate a refusal of licences unless such refusal could be based on the requirements of this country.
